How do people apply for Capital project, what are the process and procedures involved?
Project Approval Process

Ministry of Finance | Sets budget ceiling in consultation with NPC and BoN, submit the budget to Cabinet for approval and advice Treasury for disbursement of funds to votes. |
Bank of Namibia | Advise NPC and the MOF on fiscal policy. |
National Planning Commission | Ensure adherence to national priorities and submit to the MoF for the allocation of funds. Provide ceilings to Line Ministries. Provide advice to Regional Councils and Line Ministries on development projects. |

Budgeting Process:
Village Development Committee and Constituency Dev. Committee
Identify and assess community needs/problems-Prioritize and submit to RDCC for consideration
Regional Development Coordination Committee
Coordinate the development planning of the region by integrating and prioritizing all development project proposals for the Region
Office Ministry Agency’s
Analyze the Regional submissions and approve /disapprove the project (s) and submit to NPC

Appraise the OMAs submissions and approve/disapprove project (s) for funding

How often is Capital Projects Committee sitting?
The reporting schedule of Capital projects is submitted quarterly to National Planning through the MURD.
- 1st quarter April – June by 15 July
- 2nd quarter July – September by 15 October
- 3rd quarter October – December by 15 January
- 4th quarter January – March by 15 April
The reports are submitted and discussed at the Permanent Secretaries’ forum and sent to Cabinet.
